Receive and File Informational Report Regarding Partnership Agreements with the Office <br />of Congressman Lou Correa and the Office of Supervisor Vicente Sarmiento for Chicano <br />Heritage Festival 2023. <br />2. Approve an appropriation adjustment to recognize a total financial donation in the amount <br />of $5,000 from the Office of Congressman Lou Correa. (Requires five affirmative votes) <br />3. Approve an appropriation adjustment to recognize a total financial donation in the amount <br />of $10,000 from the Office of Supervisor Vicente Sarmiento. (Requires five affirmative <br />votes) <br />MINUTES: Councilmember Penaloza spoke in opposition to the item, due to an <br />elected official's involvement. <br />Councilmembers Hernandez and Vazquez expressed their support for the item and <br />extended their gratitude to the elected officials for their donations to the Chicano <br />Heritage Festival. <br />Councilmember Phan expressed her support for those willing to work with the City of <br />Santa Ana to donate to the Chicano Heritage Festival. <br />Councilmembers Vazquez and Hernandez spoke regarding the political aspect of the <br />event. <br />MOTION: Councilmember Hernandez moved to approve the recommended action <br />for Item No. 16, seconded by Councilmember Vazquez. <br />SUBSTITUTE MOTION: Councilmember Phan moved to approve the <br />recommended action for Item No. 16, with the direction to staff to review the <br />policy related to elected officials and candidates as potential sponsors, seconded <br />by Councilmember Hernandez. <br />The substitute motion failed, 3-3-0-1, by the following roll call vote: <br />AYES: COUNCILMEMBER HERNANDEZ, COUNCILMEMBER PHAN, <br />COUNCILMEMBER VAZQUEZ <br />NOES: COUNCILMEMBER BACERRA, COUNCILMEMBER PENALOZA, <br />MAYOR AMEZCUA <br />ABSTAIN: NONE <br />ABSENT: MAYOR PRO TEM LOPEZ <br />Status: 3-3-0-1— FAIL <br />City Council 13 08/15/2023 <br />
