Likewise, all <br />local, state, and federal permits required for construction projects must be <br />acquired by the grantee and retained for a period of five (5) years after the end <br />of the grant period. <br />10. Inspection of the Proiect: The State Library shall have the right to inspect the project <br />during the grant term. Grantee shall deliver to the State Library any inspection <br />reports prepared, to the extent available to the Grantee. Inspection of the project <br />shall be for the sole purpose of protecting the State of California's interest and is not <br />to be construed as a representation by the State Library that there has been <br />compliance with plans or that the project will be free of faulty materials or <br />workmanship. The Grantee can make or cause to be made such other independent <br />inspections as the Grantee may desire for its own protection. <br />11. Interest: Any interest earned on grant funds held by the Grantee shall be <br />contributed to the Santa Ana Public Library - Newhope Library Learning Center <br />project. Interest funds cannot be used as local matching funds. <br />12. Maintenance and Operation: The Grantee is responsible for ensuring that grant <br />projects funded by the State of California are maintained and operated in the same <br />condition as when the project was completed; normal wear and tear is accepted. <br />Maintenance and operations standards should be adopted upon completion of the <br />project. <br />13. Matching Funds: Per the Budget Act of 2021 (Chapter 69, Statutes of 2021, Item <br />6120-161-0001 1 d) Grantees shall be required to match state funds on a dollar -for - <br />dollar basis. The State Library may reduce the amount of required matching funds if <br />the requesting local library jurisdiction can demonstrate that it is eligible and <br />financially unable to provide the required matching funds. Upon receipt and <br />assessment of a reduction request, the State Library may lower the match <br />requirement, as follows: <br />a. For each library with local operating include per capita (LIPC) of more than $40, <br />no reduction in local match is allowed. <br />b. For reach library with an LIPC between $40 and $15.01, the local match may be <br />reduced by half. <br />c. For each library with an LIPC of $15 of less, the local match maybe eliminated. <br />14. Permits, Licenses, Approvals, and Leaal Obliaations: Grantee shall be responsible for <br />obtaining any and all permits, licenses, and approvals required for performing any <br />work under this Grant Agreement, including those necessary to perform design, <br />construction, or operation and maintenance of the Project(s). Grantee shall be <br />responsible for observing and complying with any applicable federal, state, and <br />local laws, rules or regulations affecting any such work, specifically those including, <br />but not limited to, environmental, procurement, and safety laws, rules, regulations, <br />
