EXHIBIT B <br />RELEVANT EXPERIENCE CASE STUDY <br />East Orange County Water District (LOCWD) is one of the smallest wholesale and retail service <br />providers of water in Orange County. Its service area covers areas of Last Orange, Tustin and the <br />unincorporated area of North Tustin. In 2014, EOCWD faced a crisis communications challenge and <br />with a small staff of six. did not have the resources to develop the messages and adequately communicate <br />these public education messages to their customers. <br />Through an extensive and robust community outreach effort that focused on the benefits of local <br />control and the efficiencies of small government, we were able to engage the local community and as <br />a result we staved off this larger agency. In the end. thanks to our crisis communications strategy and <br />implementation. EOCWD was able to earn the votes at LAFCO. which allowed our client to provide <br />sewer service as well as water to its customers. <br />Outcomes Achieved <br />The crisis communications and outreach effort Communications LAB provided to EOCWD won the <br />Orange County Public Relations Society's 2018 top prize. a Protos. for excellence in Public Affairs. <br />In addition.
