shall be indicated by control of the specified pest, not completion of the <br />application. <br />2. Restricted material applications, and HSA applications, require a notice of intent (NO]) <br />posting to the County Agricultural Commissioner, as well as to the City. The contractor must <br />have written confirmation back from the CR before the start of the application. This written <br />confirmation requirement may be waived upon the completion of successive treatment <br />cycles; notification of this nature will be made in writing to the Contractor via email. <br />3. The contractor or Contractor's representative shall scout the landscape material for harmful <br />pests regularly and thoroughly. The contractor assumes the primary role in this <br />responsibility. <br />4. The CR shall inspect all areas of the landscape when infestations of harmful or unwanted <br />pests are located by Contractor and will submit a plan of action to the Contractor. <br />a. A written recommendation shall be issued by the CR to indicate the plan of <br />action when a pesticide is required to be used as a control method. <br />5. A copy of the monthly Pesticide Use Report (PUR) for all pesticides shall be filed with the <br />County Agricultural Commissioner no later than the 10th of every month for the preceding <br />month. <br />a. A copy of the PUR shall be sent and received by the City at the same time the <br />report is filed with the county. <br />6. Pesticides shall be applied at times that limit the possibility of contamination from climatic <br />or other factors. <br />a. Early morning application shall be used when possible to avoid contamination <br />from drift. <br />b. All applications shall be scheduled after checking the NOAA weather <br />notification system for potential rainfall. All indications shall be for rain -free <br />weather 48 hours post application. <br />7. Care shall be taken in transferring, mixing, and applying pesticides to prevent contaminating <br />areas outside of the target area. <br />a. Application methods shall be used to ensure that materials are confined to the <br />target area. <br />8. Treatment includes the application of the pesticide, as well as the re-entry period following <br />the application. The contractor shall be responsible for maintaining the treatment area <br />throughout the re-entry interval. <br />9. Spray tanks containing leftover materials shall not be drained on -site. Dumping of tank <br />contents is illegal. <br />a. Disposal of pesticides and tank rinsing materials shall be within the guidelines <br />established in the State of California Food and Agricultural Code, EPA/DPR <br />regulations, NPDES permit requirements, and all other applicable laws, rules, <br />and regulations. <br />10. Irrigation water applied after treatment shall be reduced to eliminate runoff. When water is <br />required to increase pesticide efficacy, it shall be applied in quantities each area is capable <br />of receiving without a runoff. <br />11. Pruning is an effective prevention of an epidemic of insects and diseases (e.g. pine tree tip <br />moth, juniper twig girdler, tree borers, fire blight).
