times. <br />3.14.2.1 Contractor shall respond by phone within 30 minutes of a call from the <br />CR(s), and shall be on site within 30 minutes of the call back. Any changes <br />to contact information shall be forwarded to the City in writing within 12 <br />hours of any such change. <br />3.14.2.2 In situations involving emergencies after normal work hours, Contractor <br />shall dispatch qualified personnel and equipment to reach the site within <br />one (1) hour. <br />3.14.2.3 Calls of an emergency nature received by the City shall be referred to <br />Contractor for immediate disposition. <br />3.14.3 If emergency work is required, the Contractor shall notify the CR(s) by telephone before <br />any emergency work is commenced. <br />3.14.4 Contractor's vehicle shall carry sufficient equipment to control traffic (barricades, <br />delineators, cones, etc.). <br />3.14.5 When the Contractor arrives at the site, Contractor shall set up traffic warning and control <br />devices and any other safety devices, if deemed necessary, and proceed with remedial <br />action after contacting the CR(s). <br />3.14.7 Public health/safety matters requiring an emergency response include but are not limited to: any portion of <br />the irrigation system functioning in a non -operational manner, broken water mains, stuck valves, the <br />threat to private property resulting from Contractor's operations, fallen trees, down or hanging limbs, <br />natural disasters, etc. <br />3.15 Contractor's Staff <br />The contractor shall provide sufficient personnel to perform all work by the Specifications set forth herein and in <br />Appendix A, B, C, and D. This is a performance -based Contract. <br />3.15.1 In its proposal, the Contractor shall define the minimum staffing. It is up to the Contractor <br />to complete all tasks as defined, regardless of staffing, but they shall maintain at least the <br />minimum staffing, as stated in their proposal, at all times. <br />3.15.2 In its proposal, the Contractor shall list the names of all employees, titles, hours and which <br />location/area each employee is assigned. DIR reporting sheets will be used to verify <br />staffing levels by area. <br />3.15.2.1 Each crew of Contractor's employees shall include at least one (1) individual <br />who speaks and comprehends the English language at a professional level. <br />3.15.3 The City may, at any time, give Contractor notice to the effect that the conduct or action <br />of a designated employee of Contractor is, in the reasonable belief of the City, detrimental <br />to the interest of the City or public. Contractor shall meet with representatives of the City <br />to consider the appropriate course of action with respect to such matter, and Contractor <br />shall take reasonable measures under the circumstances to assure the City that the <br />conduct and activities of Contractor's employee(s) will not be detrimental to the interest of <br />the City or public.
