citizen City residents, including those who are taxpayers and parents, to vote in all of <br />City of Santa Ana's municipal elections,' and regarding Section 1203 add definition of <br />municipal elections before the last sentence 'municipal elections include all local <br />elections at which the Mayor and City Council members or any other municipal officers <br />are elected ballot measures are considered and initiatives and referendums are <br />proposed,' and the last sentence 'November 2028.' <br />Councilmember Hernandez expressed support for Councilmember Phan's <br />amendments. <br />City Attorney Carvalho clarified that staff recommendation is version one and version <br />two is proposed amendments by Councilmember Phan. <br />Councilmember Vazquez spoke in support of version two and spoke regarding the cost <br />of litigation versus the cost of a special recall election. <br />MOTION: Councilmember Vazquez moved to approve the recommended action <br />for Item No. 39, as amended (Version Two), seconded by Councilmember <br />Hernandez. <br />MINUTES: Councilmember Bacerra spoke in opposition to the item and expressed <br />concern regarding the cost of litigation. <br />Mayor Amezcua inquired regarding the process and costs if the Registrar of Voters <br />Office does not take on the election. <br />City Clerk Jennifer L. Hall spoke regarding an in-house elections process and estimated <br />costs associated with a standalone election, provided an approximate initial start-up for <br />equipment of $664,000 - $884,000, operating costs of $689,000 - $832,000, and one <br />standalone election cost of $1.35-$1.69 million. She stated costs are in reference to a <br />surrounding Orange County city with a similar population size and clarified additional <br />research is necessary to provide full economic impact. <br />Mayor Amezcua expressed concern regarding the process and costs associated with <br />the election and inquired where monies would come from. <br />Acting City Manager Steven A. Mendoza stated costs would come from the general <br />fund and spoke regarding a study conducted for municipal health agency. <br />Discussion ensued regarding costs associated with the election, litigation, processes, <br />required personnel, the right to vote, research, legalities, and implementation. <br />Councilmember Penaloza expressed concern regarding the unknowns, funding and <br />lack of discussion and he stated he would not support this item until discussion and <br />research have been done. <br />Councilmember Phan spoke in support of the item. <br />CITY COUNCIL 26 NOVEMBER 07, 2023 <br />
