Distinguished Service to the Community <br />MINUTES: Mayor Amezcua declared November 2023 as Diabetes Month and presented a <br />proclamation to Beta Cell Foundation. <br />Mayor Pro Tem Lopez declared November 2023 as Family Court Awareness Month and <br />presented a proclamation to the Family Court Awareness Month Committee. <br />Councilmember Penaloza spoke regarding the retirement of the Police Chief Valentin and <br />congratulated him on his retirement and years of service. <br />STAFF PRESENTATIONS <br />4. U.S. Army Corps of Engineers Santiago Creek Flood Risk Management Project <br />MINUTES: Public Works Director Nabil Saba gave a presentation regarding the U.S. <br />Army Corps of Engineers Santiago Creek Flood Risk Management Project. <br />5. Homelessness Update <br />MINUTES: Homeless Services Division Manager Ken Gominsky gave a presentation <br />regarding the Homelessness Update. <br />Brief discussion and questions ensued regarding the digital data, case management <br />and family finding, and the HMIS system. <br />Staff answered questions and provided clarification regarding the Homelessness <br />Update. <br />CLOSED SESSION REPORT — The City Attorney will report on any action(s) from Closed <br />Session. <br />MINUTES: City Attorney Sonia Carvalho stated there was no reportable action. <br />PUBLIC COMMENT — Public comments will be held during the beginning of the meeting for <br />ALL comments on agenda and non -agenda items, except for public hearings. Comments for <br />public hearings will take place after the hearing is opened. <br />MINUTES: MayorAmezcua spoke regarding the Brown Act related to the public comments. <br />The following speakers addressed Council in -person: <br />1. Jon Dumitru spoke regarding a bet with Councilmember Bacerra. <br />2.
