Adopt a resolution calling and giving notice of a General Municipal Election to be held <br />in the City of Santa Ana on November 5, 2024 for the submission of a ballot measure <br />to the qualified voters proposing a Rent Stabilization and Just Cause Eviction <br />Ordinance and requesting the Orange County Board of Supervisors to consolidate this <br />election with the Statewide General Election. <br /> <br />RESOLUTION NO. 2023­070 entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA CALLING AND GIVING NOTICE OF A GENERAL <br />MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SANTA ANA ON NOVEMBER <br />5, 2024 FOR THE SUBMISSION OF A BALLOT MEASURE TO THE QUALIFIED <br />VOTERS PROPOSING A RENT STABILIZATION AND JUST CAUSE EVICTION <br />ORDINANCE AND REQUESTING THE ORANGE COUNTY BOARD OF <br />SUPERVISORS TO CONSOLIDATE THIS ELECTION WITH THE STATEWIDE <br />GENERAL ELECTION (includes determination that this Resolution is not subject to the <br />California Environmental Quality Act (CEQA) pursuant to sections 15060(c)(2) and <br />15060(c)(3) of the State CEQA Guidelines because it will not result in a direct or <br />reasonably foreseeable indirect physical change in the environment, as there is no <br />possibility it will have a significant effect on the environment and it is not a “project,” as <br />defined in section 15378 of the State CEQA Guidelines. Furthermore, the Resolution <br />falls within the “common sense” CEQA exemption set forth in CEQA Guidelines <br />section 15061(b)(3), excluding projects where “it can be seen with certainty that there <br />is no possibility that the activity in question may have a significant effect on the <br />environment.”); <br />AND/OR <br /> <br />3. Adopt a resolution calling and giving notice of a General Municipal Election to be held <br />in the City of Santa Ana on November 5, 2024 for the Submission of a ballot measure <br />to the qualified voters asking if the City of Santa Ana should permit noncitizen voting in <br />City municipal elections at which municipal officers are elected and requesting the <br />Orange County Board of Supervisors to consolidate this election with the Statewide <br />General Election. <br /> <br />RESOLUTION NO. 2023­XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA CALLING AND GIVING NOTICE OF A GENERAL <br />MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SANTA ANA ON NOVEMBER <br />5, 2024 FOR THE SUBMISSION OF A BALLOT MEASURE TO THE QUALIFIED <br />VOTERS ASKING IF THE CITY OF SANTA ANA SHOULD PERMIT NONCITIZEN <br />VOTING IN CITY MUNICIPAL ELECTIONS AT WHICH MUNICIPAL OFFICERS ARE <br />ELECTED AND REQUESTING THE ORANGE COUNTY BOARD OF <br />SUPERVISORS TO CONSOLIDATE THIS ELECTION WITH THE STATEWIDE <br />GENERAL ELECTION (includes determination that this Resolution is not subject to the <br />California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and <br />15060(c)(3) of the State CEQA Guidelines because it will not result in a direct or <br />reasonably foreseeable indirect physical change in the environment, as there is no <br />possibility it will have a significant effect on the environment and it is not a “project,” as <br />defined in Section 15378 of the State CEQA Guidelines.
