<br />MINUTES: City Attorney Sonia Carvalho reported action on Closed Session Agenda <br />Item No. 3. She announced Steven Mendoza will be Acting City Manager and a <br />nationwide search will be conducted for a new City Manager. <br /> <br />PUBLIC COMMENTS WERE CONSIDERED OUT OF ORDER AND WERE HEARD <br />PRIOR TO STAFF PRESENTATIONS <br />PUBLIC COMMENT – Public comments will be held during the beginning of the meeting for <br />ALL comments on agenda and non­agenda items, with the exception of public hearings. <br />Comments for public hearings will take place after the hearing is opened. <br /> <br />MINUTES: The following speakers addressed Council in-person: <br /> <br />1. David Mackler spoke in opposition to Agenda Item No. 19. <br /> <br />2. Irma Jauregui (translation: Spanish) spoke regarding non-citizen voting and in <br />opposition to Agenda Item No. 27. <br /> <br />3. Phuong Vu (translation: Vietnamese) spoke regarding non-citizen voting and in <br />support of Agenda Item No. 27. <br /> <br />4. Vincent Tran spoke regarding non-citizen voting and in support of Agenda Item No. <br />27. <br /> <br />5. Lisa Nguyen spoke regarding non-citizen voting and in support of Agenda Item No. <br />27. <br /> <br />6. Maria Pina (translation: Spanish) spoke regarding non-citizen voting and in support <br />of Agenda Item No. 27. <br /> <br />7. Wendy Haase spoke regarding hotel visitor tax. <br /> <br />8. Julia Gomez spoke regarding non­citizen voting in the City of San Francisco and in <br />support of Agenda Item No. 27. <br /> <br />9. Frank Atayde spoke regarding hotel visitor tax and expressed concern regarding <br />criminal activity and homeless encampments around the Holiday Inn. <br /> <br />10. Celeste Rivero spoke regarding non-citizen voting and in support of Agenda Item <br />No. 27. <br /> <br />11. Alan Vandevort spoke regarding rent stabilization and in opposition to Agenda Item <br />No. 27. <br /> <br />12. Debra Russell spoke regarding non-citizen voting and in support of Agenda Item <br />No. 27. <br /> <br />13. Melissa Mier expressed concern regarding the Orange County Transportation <br />Authority Street Car project and the negative impacts to NOVA Academy.
