CITY COUNCIL 4 October 30, 2023 <br /> <br />33. Debra Russell stated the recall is a waste of taxpayer money and spoke in opposition <br />to the recall. <br /> <br />34. Claudia Morales (translation: Spanish) spoke in support of Mayor Pro Tem Lopez and <br />spoke in opposition to the recall. <br /> <br />35. Jose Luis Rodriguez (translation: Spanish) spoke in opposition to the recall. <br /> <br />The following speakers addressed the City Council via teleconference: <br /> <br />36. Victor Payan,Media Arts Santa Ana spoke in opposition to the recall. <br /> <br />37. Pocha Pena Sarmiento expressed concern regarding the validity of the recall and <br />spoke in opposition to the recall. <br /> <br />38. Isuri Ramos spoke in opposition to the recall. <br /> <br />39. Mark Lopez spoke regarding Mayor Pro Tem Lopez’s campaign contributions. <br /> <br />40. Patricia Boe spoke in opposition to the recall. <br /> <br />41. Yadira Torres spoke in opposition to the recall. <br /> <br />42. Mia Verdin spoke in opposition to the recall <br /> <br />43. Ray Diaz spoke in opposition to the recall. <br /> <br />44. Marybel spoke in opposition to the recall. <br /> <br />RECESS – City Council will recess to Closed Session for the purpose of conducting regular <br />City business. <br />MINUTES: Mayor Amezcua recessed to consider the Special Closed Session items at 6:33 <br />P.M. <br /> <br />CLOSED SESSION ITEMS – The Brown Act permits legislative bodies to discuss certain <br />matters without members of the public present. The City Council finds, based on advice from <br />the City Attorney, that discussion in open session of the following matters will prejudice the <br />position of the City in existing and anticipated litigation: <br />1. CONFERENCE WITH LEGAL COUNSEL – SIGNIFICANT EXPOSURE TO <br />LITIGATION pursuant to Government Code Section 54956.9(d)(2): <br />One (1) matter <br /> <br />2. CONFERENCE WITH LEGAL COUNSEL – INITIATION OF LITIGATION pursuant to <br />Paragraph (4) of subdivision (d) of Section 54956.9 of the Government Code: <br />• One (1) case
