City Council 6 01/16/2024 <br />2.Adopt first reading of an ordinance approving Zoning Ordinance Amendment (ZOA) <br />No. 202303 as conditioned. <br />ORDINANCE NO. NS3056 entitled ZONING ORDINANCE AMENDMENT NO. <br />202303 – AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AMENDING SPECIFIC DEVELOPMENT NO. 82 (SD82) TO EXPAND THE <br />BOUNDARIES OF THE SD82 AND TO AMEND VARIOUS SECTIONS OF THE SD <br />82 TO ALLOW FOR THE CREATION OF THREE (3) LAND USE ZONES, NEW <br />PERMITTED USES AND ANCILLARY USES, AND ADMINISTRATIVE <br />REQUIREMENTS FOR PROPERTY MAINTENANCE, COVENANTS, CONDITIONS <br />AND RESTRICTIONS (CC&RS) AND RECIPROCAL PARKING AND ACCESS <br />AGREEMENTS <br />3.Determine that, pursuant to the California Environmental Quality Act (CEQA) and the <br />CEQA Guidelines, the project is exempt from further review per Section 15301 <br />Existing Facilities (Class 1 – Existing Facilities) of the CEQA Guidelines and per <br />Section 15183 (Projects Consistent with a Community Plan, General Plan, or Zoning) <br />of the CEQA Guidelines. <br />MINUTES: Planning and Building Director Minh Thai gave a presentation regarding <br />the Vista Heritage Charter School. <br />Mayor Amezcua opened the Public Hearing a 6:39 P.M. <br />The following speakers addressed the City Council inperson: <br />1.Collin Felch, Applicant, spoke in support of the item. <br />2.Illari Olascoaga spoke about her experience at Vista Charter School. <br />3.Leon Raya spoke in support of the project. <br />4.Zoila Lubin spoke in support of the project. <br />5.John Ramirez spoke in support of the project. <br />City Clerk Jennifer L. Hall stated there we no additional speakers and reported out the <br />summary of five (5) email comments received. <br />There being no additional speakers, Mayor Amezcua closed the Public Hearing at <br />6:50 P.M. <br />Councilmember Hernandez spoke regarding the Vista Charter School and in support <br />of the project, and asked for the demographic of students. <br />Collin Felch spoke regarding the demographic of Vista Charter School.
