Human Resources <br />www.santa-ana.org/human-resources <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 5, 2024 <br />TOPIC: Appointment of a Voting Delegate and an Alternate to the Independent Cities <br />Risk Management Authority Board of Directors <br />AGENDA TITLE <br />Adopt a Resolution to Appoint a Voting Delegate and an Alternate to the Independent <br />Cities Risk Management Authority (ICRMA) Board of Directors <br />RECOMMENDED ACTION <br />Adopt a resolution to appoint a voting delegate and an alternate to the ICRMA Board of <br />Directors. <br />RESOLUTION NO. 2024-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA TO FULFILL ITS OBLIGATION AS A MEMBER OF THE <br />INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY (ICRMA) TO APPOINT A <br />VOTING DELEGATE AND AN ALTERNATE TO THE ICRMA BOARD OF DIRECTORS <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The City is a member of the Independent Cities Risk Management Authority (ICRMA), a <br />joint powers authority composed of California cities that joined together to protect each <br />other and their officers, employees, and property against unavoidable losses through <br />risk management support, pooling of losses, self-insurance, and purchased insurance. <br />Its member agencies govern ICRMA, and its Bylaws require that all member agencies <br />appoint one representative from each member agency. Due to staffing changes in the <br />City’s Human Resources Department, it is necessary to update the resolution to appoint <br />current staff as primary and alternate voting delegates on ICRMA’s Governing Board. <br />Approval of the proposed Resolution would allow the City to continue to participate on <br />the ICRMA Board to ensure the interests of the City are represented. <br />Staff recommends appointing the Human Resources Department Risk Manager as the <br />primary and Senior Risk Management Analyst as the alternate voting delegate on the <br />ICRMA Board of Directors.
