Award a Construction Contract to Elecnor Belco Electric, Inc. in the Amount of <br />$676,386 for the ARPA Neighborhood Streetlights – Phase I project with an <br />Estimated Project Delivery Cost of $845,483 (Project No. 22-1387) (Non-General <br />Fund) (Revive Santa Ana) <br />Department(s): Public Works Agency <br />Recommended Action: <br />1. Approve an amendment to the Fiscal Year 2023-24 Capital Improvement Program <br />to include $845,483 of funding in the American Rescue Plan Act funds for ARPA <br />Neighborhood Streetlights – Phase I. <br />2. Award a construction contract to Elecnor Belco Electric, Inc., the lowest responsible <br />bidder, in accordance with the base bid in the amount of $676,386, subject to <br />change orders (not to exceed 25% of the base bid amount) in accordance with the <br />Greenbook: Standard Specifications for Public Works Construction, for <br />construction of the ARPA Neighborhood Streetlights – Phase I, for a term <br />beginning December 19, 2023, and ending upon project completion, and authorize <br />the City Manager to execute the contract subject to non-substantive changes <br />approved by the City Manager and City Attorney. <br />3. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$845,483, which includes $676,386 for the construction contract; $101,458 for <br />contract administration, inspection, and testing; and a $67,639 project contingency <br />for unanticipated or unforeseen work. <br />4. Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. Categorical Exemption <br />Environmental Review No. ER-2023-120 was filed for the project 22-1387. <br /> <br />20. Award a Construction Contract to Elecnor Belco Electric, Inc. in the Amount of <br />$2,288,087 for the Pedestrian and Mobility Improvements Phase II with an <br />Estimated Project Delivery Cost of $2,860,109 (Project No. 22-1406) <br />(Non-General Fund) (Revive Santa Ana) <br />Department(s): Public Works Agency <br />Recommended Action: <br />1. Authorize budget reallocation of $161,817 in unspent American Rescue Plan Act <br />account from the Pedestrian and Mobility Improvement Phase I (No. 22-1405) <br />Project, $143,475 in unspent American Rescue Plan Act account from the <br />Pedestrian and Mobility Improvement Phase III (No. 22-1407) Project, and <br />$154,517 in unspent American Rescue Plan Act account from the Neighborhood <br />Streetlights Phase I (No. 22-1387) Project to construction funds for the Pedestrian <br />and Mobility Improvement Phase II Project (No. 22-1406) to complete the project <br /> <br />City Council 6 – 12 3/5/2024
