Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 20, 2024 <br />TOPIC: Purchase of Eight Chevrolet EV Blazer SUVs for Various City Agencies <br />AGENDA TITLE <br />Approve an Appropriation Adjustment and Award a Purchase Order to Santa Ana <br />Guaranty Chevrolet Motors, Inc. for Eight EV Blazer SUVs, in an Amount Not -to -Exceed <br />$563,304 (Bid No. 23-184A) (Non -General and General Fund) <br />RECOMMENDED ACTION <br />1. Approve an appropriation adjustment recognizing $214,364 in prior -year fund <br />balance in the Air Quality Improvement (AB 2766) Fund, Prior Year Carry Forward <br />revenue account and appropriate the same amount into the Fleet Services -Air Quality <br />Improvement expenditure account. (Requires five affirmative votes) <br />2. Authorize a one-time purchase and payment of purchase order to Santa Ana <br />Guaranty Chevrolet Motors, Inc. for eight Chevrolet EV Blazer SUVs, in an amount <br />not -to -exceed $518,304, with a $45,000 contingency. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency's Parks, Fleet, and Facilities Services Division is responsible <br />for the acquisition, maintenance, repair, and replacement of vehicles, trucks, and <br />maintenance equipment. The Fleet Services team routinely strategizes to implement <br />green measures that advance the California Clean Air Act mobile source emission <br />reduction goals. <br />Adopted in 1990, California Assembly Bill 2766 (AB 2766) allows motor vehicle <br />subvention fund recipients to replace conventionally fueled vehicles with lower emission <br />and zero emission vehicles. To further reduce the City's carbon footprint, greenhouse <br />gas emissions, and overall operational maintenance cost, the Fleet Services Division is <br />requesting to purchase three Chevrolet EV Blazer SUVs for the Public Works Agency <br />and two Chevrolet EV Blazer SUVs for the Community Development Agency. <br />In addition, the Planning and Building Agency has recently hired three Code Enforcement <br />Officers, which would require additional vehicles for the Officers to conduct daily <br />inspections within the city. The Planning and Building Agency has determined they have <br />enough budget to request the purchase of three Chevrolet EV Blazer SUVs. <br />
