Approve appropriation adjustments to recognize additional approved Measure M2 <br />Competitive funds by the Orange County Transportation Authority due to increased <br />construction costs in the amounts of $205,949 and $317,276 for Bristol Street <br />Improvements Phase 3A & 4 (Project No. 13-6792, 11-6741). (Requires five <br />affirmative votes) <br />2. Approve amendments to the Fiscal Year 2023-24 Capital Improvement Program to <br />add the additional Measure M2 Competitive funds to Bristol Street Improvements <br />Phase 3A & 4 (Project No. 13-6792, 11-6741). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />Bristol Street is a major north-south transportation facility designated as a major arterial <br />in the City’s Circulation Element of the General Plan. Improving the Bristol Street <br />segment from Warner Avenue to Memory Lane has been a long-term priority project <br />that will be constructed in several phases. Phase 3A of this project includes the Civic <br />Center Drive to Washington Street segment, and Phase 4 includes the Warner Avenue <br />to St. Andrew Place segment. Improvements include widening the street from two to <br />three lanes in each direction, raised landscape medians, and bike lanes. <br />On April 10, 2023, the Orange County Transportation Authority (OCTA) Board of <br />Directors approved of their organization’s Technical Advisory Committee <br />recommendation to increase the Bristol Street Improvement Project Regional Capacity <br />(Project O) grant funding to a total amount of $5,444,992 for Phase 3A, and <br />$12,227,342 for Phase 4 (Exhibits 1 and 2) due to the general increases in construction <br />costs. Additionally, the City is required to provide matching funds in the amount of <br />$2,803,008 and $6,568,658 for Phase 3A and Phase 4, respectively. The City Council
