Police Department <br />www.santa-ana.org/pol ice <br />Item # 39 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 20, 2024 <br />TOPIC: School Resource Officer Services for the Orange County School of the Arts <br />AGENDA TITLE <br />Approve a Three -Year Agreement with the Orange County School of the Arts for School <br />Resource Officer Services in the Amount of $806,127 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year service agreement with the Orange <br />County School of the Arts (OCSA), which provides for the Santa Ana Police Department <br />to staff one full-time School Resource Officer (SRO) to the school, for the period of April <br />1, 2024 through March 31, 2027 in an amount not to exceed $806,127 (Agreement No. <br />A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On April 20, 2021, the City Council approved a three-year agreement with Orange <br />County School of the Arts (OCSA) for the Santa Ana Police Department to provide <br />school resource officer services from April 1, 2021 through March 31, 2024. OCSA, a <br />public charter school located in the heart of Santa Ana, provides a six -year <br />comprehensive academic and conservatory arts program to approximately 2,300 <br />students, from over 100 cities throughout Southern California, covering grades 7 <br />through 12. The Santa Ana Unified School District Police Department does not provide <br />a School Resource Officer (SRO) on this campus, as this site is a charter school. <br />OCSA wishes to continue this relationship to enhance the safety of its students and <br />faculty by entering into a new three-year agreement that will allow the Santa Ana Police <br />Department to continue providing SRO services on the OCSA campus. This full-time <br />sworn police officer will be responsible for providing security and crime prevention <br />services in and around OCSA. The SRO will work directly with school administrators, <br />teachers, and students to cooperatively provide law enforcement resources coupled <br />with the mentoring of students and the provision of law enforcement related <br />presentations on youth issues.
