(Requires five affirmative votes) <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />On March 11, 2021, the American Rescue Plan Act of 2021 (ARPA) was signed into law <br />and appropriated $5 billion for new incremental Emergency Housing Vouchers (EHVs) <br />across the nation. Eligibility for these EHVs is limited to individuals and families who are <br />(1) homeless; (2) at risk of homelessness; (3) fleeing, or attempting to flee, domestic <br />violence, dating violence, sexual assault, stalking, or human trafficking; or (4) recently <br />homeless and for whom providing rental assistance will prevent the family’s <br />homelessness or having high risk of housing instability. On June 10, 2021, the Housing <br />Authority received an award of 89 vouchers for the EHV program and on July 20, 2021, <br />the City Council approved the funding for these new vouchers (Exhibit 1). All of the <br />EHVs have been successfully leased. <br />Due to the rising costs of housing assistance payments, the budgeted amount for FY <br />2023-24 was insufficient to cover payments through the end of the year. To ensure <br />continued support for these families, staff is requesting approval of an appropriation <br />adjustment for an additional $725,000 to pay for housing assistance payments through <br />the end of FY 2023-24. This is not new or additional funding for the EHVs. This <br />appropriation adjustment will recognize additional funds in the FY 2023-24 budget for <br />these vouchers for accounting purposes. <br />FISCAL IMPACT <br />Approval of the appropriation adjustment will recognize $725,000 in Emergency <br />Housing Voucher HAP revenue account (no. 17918002-52011 Federal Direct – ARPA
