Multiple-Family <br />Acquisition and <br />Rehabilitation <br />B. Once per year, issue a Request for <br />Proposals (RFP) for the development of <br />affordable housing in the city. Proposed <br />developments may be for acquisition <br />and rehabilitation of eligible properties <br />for rental and/or ownership housing; <br />acquisition and conversion of <br />nonresidential property to multifamily <br />housing units; and/or new construction <br />of housing units for rental and/or <br />ownership housing. The objective is to <br />finance the development of at least one <br />multifamily affordable housing project <br />per year. <br />Annually <br />In July 2023, the City authorized a pre-commitment of $2,021,319 in Homeless <br />Housing, Assistance and Prevention funds, and eight (8) project-based vouchers <br />for Illumination Foundation for the development of the Intergenerational Housing <br />Project located at 918 N. Bewley Street, following the issuance of a Request for <br />Proposals (RFP # 22-119) in October 2022. The RFP was issued to provide funds <br />to develop an affordable housing project for homeless transitional-age youth in <br />the City of Santa Ana with available funds from the Homeless Housing, <br />Assistance and Prevention (HHAP) Program, and Project-Based Voucher <br />Program. The Department of Housing and Community Development required <br />that the HHAP Round 1, 2 and 3 funds made available in the RFP be used for <br />transitional-age youth. Therefore, the RFP required that a portion of the units <br />must be designated for homeless transitional-age youth (TAY) aged 18 to 24 <br />years old. The project-based vouchers were included in the RFP to supplement <br />the HHAP funds to successfully finance a project with supportive services. The <br />RFP was prepared in compliance with the City’s Affordable Housing Funds <br />Policies and Procedures amended by City Council on August 18, 2020. In <br />October 2023, the City Council authorized the Community Development Agency <br />to release a FY 2023-2024 Request for Proposals ("RFP # 23-156") to provide the <br />development of affordable homeownership opportunities in the City of Santa <br />Ana. Proposed developments were for the acquisition and rehabilitation of <br />eligible properties for ownership housing units; acquisition and conversion of <br />non-residential property to ownership housing units; and/or new construction of <br />housing units for ownership housing. In particular, the City is interested in <br />projects that will provide affordable homeownership opportunities. The RFP <br />made $7,796,256, in available funds fromn the HOME Investment Partnerships <br />("HOME") Program. The first review closed on December 15, 2023 and a second <br />review is due on April 1, 2024. One proposal was recieved and it is currently <br />under review. <br />B-85
