Proactive Rental <br />Enforcement (PREP) <br />A. Inspect at least 4,200 rental housing <br />units annually and bring them into <br />compliance with City codes and <br />standards while also preserving the <br />City’s housing stock. <br />Annually <br />The Code Enforcement Division continues to inspect 4,200 rental units annually <br />to ensure that such units are safe for tenants and in compliance with Health and <br />Safety Code Section 17920.3. The City also provides proactive educational <br />materials to all rental property owners who have been cited for violations. <br />10. Proactive Rental <br />Enforcement (PREP) <br />B. Prepare an annual report for City <br />Council summarizing Proactive Rental <br />Enforcement Program (PREP) activities <br />and accomplishments. <br />Annually <br />The Code Enforcement Division continues to prepare an annual report for City <br />Council summarizing PREP activities which include census tract data, inspection <br />counts, and property valuation improvements triggered by reactive and proactive <br />complaints. <br />10. Proactive Rental <br />Enforcement (PREP) <br />C. Work with the Orange County Health <br />Care Agency to identify infestation code <br />violations and streamline resolution of <br />violations. <br />Annually <br />The Code Enforcement Division continues to partner with the OCHCA in regards <br />to infestation violations, including SB838, and conducting joint inspection <br />regarding mold, and other at unpermitted food related businesses and Health <br />and Safety laws. <br />11. Residential Response <br />Team (RRT) <br />A. Inspect at least 2,000 housing units <br />annually and bring them into compliance <br />with City codes and standards. <br />Annually <br />In 2023, the Code Enforcement Division inspected more than 2,000 properties <br />which generated more than 10,000 violations and more than 300 permits were <br />issued to bring housing units into compliance. <br />11. Residential Response <br />Team (RRT) <br />B. Work with the Orange County Health <br />Care Agency to identify infestation code <br />violations and streamline resolution of <br />violations. <br />Annually <br />The Code Enforcement Division continues to work with and collaborate with the <br />Police Department, Orange County Fire Authority (OCFA), OCHCA to identify <br />health, safety, fire hazard, and dangerous conditions and to ensure residential <br />and community safety is addressed in a timely manner. <br />11. Residential Response <br />Team (RRT) <br />C. Continue to incorporate traditional <br />code enforcement with community <br />education and empowerment by <br />continuing to offer neighborhood <br />beautification programs such as tree <br />planting, cleanup programs, and other <br />initiatives. <br />Annually <br />The Code Enforcement Division continues to attend monthly neighborhood <br />meetings to educate the public on city codes, how to prevent blight conditions, <br />and ensure proper maintenance. Educational materials relating to neighborhood <br />beautification are distributed during these meetings. <br />B-93
