Transit Zoning Code / <br />Specific Development No. <br />84 (SD-84) <br />A. Update the development review <br />processes and standards for the plan <br />area to streamline and incentivize by- <br />right housing and mixed-use <br />developments. <br />12/1/2023 <br />The RFP for the Comprehensive Zoning Code Update was released and <br />proposals were due to the City on April 13, 2023. The City formally entered an <br />agreement with a consultant on October 17, 2023 to start the Zoning Code <br />Update. Through the Zoning Code Update, the City will review and modify, if <br />necessary, its review process to streamline and incentivize by-right <br />development. <br />14. Transit Zoning Code / <br />Specific Development No. <br />84 (SD-84) <br />B. Through the City’s RFP for Affordable <br />Housing Development (see program No. <br />2), facilitate and encourage the <br />development in SD-84 plan area of a <br />variety of housing types and mix of <br />affordability levels, including for lower <br />income households using appropriate <br />incentives, such as awarding bonus <br />points to developers whose projects <br />provide at least 75% or more of the <br />number of units to extremely low- <br />income families at 30% AMI. <br />Annually <br />The Crossroads at Washington project is located in the SD-84 plan area. This <br />project is underway and due to be completed in March 2024. The project was <br />approved on June 21, 2022, when City Council approved two Loan Agreements <br />for a total combined amount of $4,644,909, fifteen (15) project-based vouchers, a <br />joint sixty-five (65) year Ground Lease, and a Development Impact Fee Deferral <br />Agreement with Washington Santa Ana Housing Partners, L.P. for the <br />development of the Crossroads at Washington affordable housing project <br />located at 1126, 1136, & 1146 East Washington Avenue, Santa Ana, CA 92701, <br />(APNs 398-092-14 and 398-092-13). The City’s $4,644,909 financial assistance <br />consists of: $3,007,489 in HOME Investment Partnerships Program funds and <br />$1,637,420 in Neighborhood Stabilization Program funds. The Development <br />Impact Fee Deferral Agreement with Washington Santa Ana Housing Partners, <br />L.P. also defers approximately $652,717 of their development impact fees. The <br />Crossroads at Washington project will have 85 new affordable units and 1 <br />manager’s unit, with 42 three- and four-bedroom units for large families, and 43 <br />one- and two-bedroom affordable units for persons experiencing homelessness. <br />100% of the units will be for extremely low- income households at 30% Area <br />M di I <br />15.
