Harbor Mixed-Use <br />Transit Corridor Specific <br />Plan (SP-2) <br />B. Through the City’s RFP for Affordable <br />Housing Development (see program No. <br />2), facilitate and encourage the <br />development in SP-2 plan area of a <br />variety of housing types and mix of <br />affordability levels, including for lower <br />income households using appropriate <br />incentives, such as awarding bonus <br />points to developers whose projects <br />provide at least 75% or more of the <br />number of units to extremely low- <br />income families at 30% AMI. <br />Annually No update for 2023. <br />17. General Plan <br />A. Implement, monitor, and review the <br />City’s General Plan and its elements, in <br />particular the Land Use Element, to <br />determine its effectiveness in facilitating <br />housing development as part of the <br />City’s General Plan Annual Progress <br />Report. If goals of the General Plan are <br />not being met, amend as needed. <br />April Annually <br />This report was presented to the City Council on March 19, 2024 and the City will <br />continue to provide such report on an annual basis and amend the General Plan <br />as needed. <br />18. Zoning Code Update <br />A. Comprehensively update the Zoning <br />Code and design standards to achieve <br />consistency with the updated General <br />Plan land use designations and goals, <br />and to comply with new state laws such <br />as AB 1397, AB 139, AB 101, AB 2162, <br />and the Employee Housing Act. <br />12/1/2023 <br />The RFP for the Comprehensive Zoning Code Update was released and <br />proposals were due to the City on April 13, 2023. The City formally entered an <br />agreement with a consultant on October 17, 2023 to start the Zoning Code <br />Update. Through the Zoning Code Update, the City will analyze and, if <br />appropriate, update its design standards. <br />B-97
