Affordable Housing <br />Incentives <br />A. Provide financial support and <br />technical assistance to nonprofit and for- <br />profit organizations that provide <br />affordable housing for extremely low-, <br />very low-, and low-income families in <br />Santa Ana. <br />Annually <br />In CY 2023, the City provided financial support and technical assistance to <br />nonprofit and for-profit organizations that provide affordable housing for <br />extremely low-, very low-, and low-income families in Santa Ana. Specifically, in <br />July 2023 the City Council approved a pre-commitment (e.g. award) of <br />$2,021,319 in Homeless Housing, Assistance and Prevention funds, and eight (8) <br />project- based vouchers for Illumination Foundation for the development of the <br />Intergenerational Housing Project located at 918 N. Bewley St. The City also <br />offered them technical assistance in order for them to pursue additional funding <br />from CalOptima. The Project includes the rehabilitation of two (2), two-story <br />residential buildings that were previously utilized by The Lovers of the Holy <br />Cross Sisters as a convent and preschool. The Developer will convert the two <br />residential buildings into eleven (11) rental units comprised of two (2) one- <br />bedroom units, seven (7) two-bedroom units, and two (2) three-bedroom units. <br />Two (2) one-bedroom units and six (6) two-bedroom units will be restricted to <br />homeless transitional age youth (TAY) at or below 30% of the Area Median <br />Income (“AMI”). The two (2) three-bedroom units will be structured as shared <br />housing for homeless senior citizens at or below 50% of the AMI. One (1) two- <br />bedroom unit will be unrestricted. The Developer also proposes to construct an <br />Accessory Dwelling Unit (“ADU”) on the Site. The ADU will be used as office <br />space for supportive services and programming functions. An existing preschool <br />building is also located on the Site. The Developer proposes to work with Head <br />Start to renovate and operate the preschool space. In October, 2023, the City <br />Council authorized the Community Development Agency to release a FY 2023- <br />2024 Request for Proposals ("RFP # 23-156") to provide the development of <br />affordable homeownership opportunities in the City of Santa Ana. Proposed <br />developments were for the acquisition and rehabilitation of eligible properties for <br />ownership housing units; acquisition and conversion of non-residential property <br />to ownership housing units; and/or new construction of housing units for <br />ownership housing. In particular, the City is interested in projects that will <br />provide affordable homeownership opportunities. The RFP made $7,796,256, in <br />available funds fromn the HOME Investment Partnerships ("HOME") Program. <br />The first review closed on December 15, 2023 and a second review is due on B-99
