Continue to provide CDBG funds on <br />an annual basis to a fair housing <br />organization to discourage unlawful <br />practices, resolve tenant/ landlord <br />disputes, provide education, and further <br />equal housing opportunities, including <br />focused outreach in R/ECAP and TCAC <br />census tracts. <br />Annually & Ongoing <br />In CY 2023, the City took proactive steps to promote fair and equitable housing <br />practices by entering into a contract with the Fair Housing Council of Orange <br />County. This partnership represented a concerted effort to combat unlawful <br />practices, mitigate tenant/landlord disputes, and advance education on fair <br />housing laws and regulations. Through this collaboration, the Fair Housing <br />Council of Orange County played a pivotal role in raising awareness about <br />housing rights and responsibilities among residents, landlords, and tenants <br />alike. By offering educational workshops, outreach programs, and counseling <br />services, the organization empowered individuals with the knowledge and <br />resources needed to navigate the complexities of the housing market. Moreover, <br />the partnership aimed to address discriminatory practices and ensure that all <br />members of the community have equal access to housing opportunities. By <br />providing advocacy and support to those facing housing discrimination, the Fair <br />Housing Council of Orange County helped to uphold the principles of fairness <br />and justice in housing transactions. Additionally, the contract facilitated the <br />resolution of tenant/landlord disputes through mediation and conciliation <br />services, fostering amicable solutions and preserving housing stability for all <br />parties involved. By promoting open communication and mutual understanding, <br />the City and the Fair Housing Council of Orange County worked together to <br />create a more inclusive and harmonious community where everyone has the <br />opportunity to live free from discrimination. <br />44. Periodically prepare the Analysis of <br />Impediments to Fair Housing Choice to <br />identify, remove, and/or mitigate <br />potential impediments to fair housing in <br />Santa Ana. <br />Jul. 2025, & Every 5 Years <br />After <br />On February 9, 2023, HUD published in the Federal Register a Notice of Proposed <br />Rulemaking (NPRM) entitled “Affirmatively Furthering Fair Housing”. The <br />proposed rule would faithfully implement the Fair Housing Act’s statutory <br />mandate to affirmatively further fair housing (AFFH), which directs HUD to <br />ensure that the agency and its program participants proactively take meaningful <br />actions to overcome patterns of segregation, promote fair housing choice, <br />eliminate disparities in opportunities, and foster inclusive communities free from <br />discrimination. HUD welcomes robust public comment on this proposed rule. <br />B-129
