Monitor the South <br />Coast Air Quality Management District <br />permitting and inspection process and <br />the Orange County Health Care Agency <br />to identify businesses in Santa Ana with <br />potential hazardous materials or by- <br />products, with a special focus on <br />environmental justice communities. <br />Serve as a liaison for residents to identify <br />potential emission violations. Share <br />information and data with the <br />community on the City’s Environmental <br />Quality web page. <br />PBA 2022 & <br />Ongoing <br />CMO began receiving correspondence <br />from SCAQMD directly regarding <br />facilities in Santa Ana that were issued <br />an NOV or other update. City's EJ Office <br />has established an electronic library of <br />EJ facilities of concern including such <br />properties that received an NOV from <br />SCAQMD to digitally save in the <br />corresponding property folder. PBA met <br />with SCAQMD executive staff to discuss <br />permit issuance as part of training <br />Planning counter staff and others on <br />application of the Noxious Uses <br />Ordinance and Updated Non- <br />Confirming Ordinances adopted by the <br />City Council in early 2023. Further <br />internal PBA discussions with IT have <br />identified a notification and follow-up <br />process with City's EJ Office and Code <br />Enforcement to track facilities not <br />incompliance with both ordinances. <br />Conservation 1.8 Yes Improve older trucks. Promote the City’s <br />Vehicle Replacement Plan and explore <br />the replacement of older trucks through <br />City participation in regional incentive <br />programs and education of Santa Ana <br />private fleet owners of program <br />opportunities. <br />PWA 2022 Continued to replace old vehicles with <br />newer more efficient vehicles. Replaced <br />seven vehicles in 2023.
