<br />1 <br /> <br />General Plan Overview <br />The Santa Ana General Plan provides long-term policy direction to guide the physical <br />development, quality of life, economic health, and sustainability of the city through 2045. <br />Informed by a comprehensive public engagement process, the General Plan establishes <br />a shared vision of the community’s aspirations to remain and thrive as the world-class <br />capital of Orange County that celebrates diversity, neighborhoods, and cultural heritage. <br />Golden City Beyond: A Shared Vision <br />The Golden City Beyond General Plan was approved by the City Council in April of 2022. <br />The General Plan consists of a vision statement, five core values, and 12 elements <br />divided into three volumes. Each element contains a set of goals and policies, which are <br />underpinned by five "Core Values." The Core Values were collectively created through <br />the community engagement phase of the General Plan Update and reflect the <br />community’s highest priorities and guiding principles. They are: Health, Equity, <br />Sustainability, Culture, and Education. <br />Each element also contains an implementation section that provides a list, organized by <br />goal, of the actions to take place in the next one to five years to make progress toward <br />achieving the plan’s vision. These implementation actions provide the basis for <br />establishing priorities, scheduling, and assigning staff and other resources. <br />Implementation actions also identify the responsible agency for implementing the action <br />item and when it should be carried out. Implementation is often contingent upon available <br />resources and funding. While many actions can be pursued through initiatives already <br />underway, others will require additional resources. As such, the exact mix and timing of <br />programs the City may pursue during a given calendar year will in part be opportunity <br />driven, dependent on the availability of funding, staffing, and other necessary resources. <br />State law enacted through Senate Bill 1000 (2016) requires all cities and counties to <br />update public policies to address environmental justice (EJ). The City addressed SB 1000 <br />requirements in the General Plan through an “environmental justice in all policies” <br />approach instead of a stand-alone element to ensure the topic is present alongside the <br />multitude of issues and topics that affect Santa Ana communities. <br />General Plan Annual Progress Report <br />General Plan Land Use Element Implementation Action 2.2 requires the Planning and <br />Building Agency prepare a General Plan Annual Progress Report for the City Council <br />each year. Additionally, Government Code Section 65400 requires local planning <br />agencies to submit an annual progress report on the status of the General Plan and <br />progress in its implementation to the local legislative body. The progress report is then <br />submitted to the State of California Department of Housing and Community Development <br />(HCD) and to the Office of Planning and Research (OPR) annually. <br /> <br />The following pages provide highlights of major accomplishments during the 2023 <br />reporting period as well as summaries of work completed toward the entirety of <br />implementation actions across the General Plan (Attachment A).
