A-60 <br /> <br />ELEMENT REF # EJ IMPLEMENTATION ACTION AGENCY TIME <br />FRAME 2023 UPDATE <br />Noise 1.2 No OC Streetcar. Monitor implementation <br />of mitigation measures outlined in the <br />Final Supplemental Environmental <br />Impact Report for the OC Streetcar. <br />PWA Ongoing The City continued to coordinate with <br />Orange County Transportation <br />Authority and contractor on all aspects <br />of the OC Streetcar construction, <br />including ensuring mitigation measures <br />are implemented. City staff attend <br />weekly construction meetings and <br />provide oversight inspection of <br />construction activities and National <br />Pollution Discharge Elimination System <br />(NPDES) compliance. <br />Noise 2.1 No Alternative paving. Evaluate the use of <br />alternative paving materials that can <br />reduce traffic noise, as feasible, <br />depending on roadway conditions and <br />cost-efficiency. <br />PWA 2024 In 2023, staff recommended a number <br />of cost effective strategies for <br />pavement preservation including the <br />use of rubberized pavements to reduce <br />noise. Some strategies include the use <br />of Asphalt Rubber Hot Mix (ARHM), <br />Asphalt Rubber Aggregate Membrane <br />(ARAM), and has reviewed feasibility of <br />utilizing various recycling techniques <br />such as Cold In-Place Recycling (CIR) <br />and Full Depth Reclamation with <br />Cement (CTB). <br />Noise 2.2 No Freeways.
