DocuSign SUR �ly�q�P"F3-A75E-12BD81372070 <br />CITY CLERK <br />DATE: <br />N-2024-086 <br />MEMORANDUM OF UNDERSTANDING <br />CAr BETWEEN <br />J UNITED STATES DEPARTMENT OF VETERANS AFFAIRS, LONG BEACH HEALTH <br />CARE SYSTEM, AND THE SANTA ANA POLICE DEPARTMENT <br />This Memorandum of Understanding (MOU) is entered into between the U.S. Department of <br />Veterans Affairs (VA), Long Beach Healthcare System (Long Beach VAHCS), and the <br />Santa Ana Police Department, hereinafter referred to as "parties." <br />d- <br />1. PURPOSE. To establish general working relationships between the Long Beach VAHCS <br />Police Service and the Santa Ana Police Department as a means of reinforcing interagency <br />coordination and responsibility concerning law enforcement, emergency response, requests <br />for assistance, and physical security and access control operations at the Community <br />Outpatient Clinic (CBOC) located at 1506 Brookhollow Dr. Santa Ana CA 92705 and a <br />Community Resource and Referral Center (CRRC) located at 888 W. Santa Ana Blvd., Ste <br />150 Santa Ana. VA Policy strictly limits the arrest authority of the VA Police to the VA - <br />owned property. <br />2.REFERENCES. <br />a) VA Directive 0730, Security and Law Enforcement, 12 December 2012 <br />b) VA Handbook 0730, Security and Law Enforcement, 11 August 2000 <br />c) Concurrent Jurisdiction <br />3. GENERAL. <br />a. Long Beach VAHCS hospital, also known as Tibor Ruben VA Medical Center, is in the <br />City of Long Beach. VAHCS provides primary, specialty, and extended care to Veterans <br />throughout the Los Angeles and Orange County areas. The mission of the Long Beach <br />VAHCS is to provide timely, efficient, ethical, safe, compassionate, and quality health care <br />to Veteran patients. <br />b. The Santa Ana Police Department has concurrent jurisdiction with the Federal <br />Government over the Long Beach VAHCS Hospital's properties. This jurisdiction grants <br />local police agencies the authority to jointly enforce Federal and State laws with VA Police <br />on Long Beach VAHCS properties. (Concurrent jurisdiction) <br />4. RESPONSIBILITIES. <br />a. Long Beach VAHCS Police Service will: <br />(1) Maintain law and order and enforce Federal and state laws and VA regulations at the <br />Community Outpatient Clinic to protect property owned or occupied by the VA and persons <br />on the property. <br />
