(E) <br />CITY OF SANTA ANA <br />EXHIBIT A <br />SCOPE OF SERVICES <br />Consultant shall perform services as set forth below: <br />A. Legislation Compliance <br />1) Comply with the requirements of the City's enacting legislation for the foreclosed, abandoned, <br />vacant lot and structure property registration, Santa Ana Municipal Code Section 8-1982 of seq. <br />B. Website Development <br />1) Develop a website link to incorporate into the City's existing webpage that meets all of the City's <br />security and anti -viral requirements. <br />2) Provide a website for the registration of the program in order to enable compliance with City <br />legislation. <br />C. Outreach and Program Registration <br />1) Proactively contact those that file a public notice of default, foreclosure action, and/or take title to <br />real property via foreclosure or any other legal means for Foreclosed, Abandoned and Vacant <br />Lots (with or without structures). <br />2) Provide electronic registration for applicants of foreclosured, abandoned, vacant properties/lots, <br />and historic properties in violation of the applicable City Ordinance. <br />3) Pay for all expenses related to obtaining registration of all foreclosed, abandoned and vacant lots <br />and structured properties and all administrative costs and fees related thereto. <br />4) Investigate, report, or take corrective measures monthly to update property status of all property <br />electronic registered in compliance with the relevant City Ordinance. <br />D. Payment Collections and Remittance <br />1) Charge each applicant no more than the amount prescribed by ordinance (per applicant) to <br />register all mortgagees who comply with the ordinance. A non-refundable annual registration fee <br />(amount to be determined) per property shall accompany the registration form or website <br />registration. All fees must be paid directly from the Mortgagee, Servicer, Trustee or Owner. Third <br />party registration fees are not allowed without the consent of the City of Santa Ana or authorized <br />designee. Failure to register abandoned real property on annual basis or any event of non- <br />compliance with enacting legislation shall result in a penalty fee amount prescribed by the <br />ordinance. <br />2) Remit payment of the registration fee to the City minus the agreed upon consideration to <br />Consultant for services rendered no later than the tenth (101h) day of each month. <br />
