Moreover, the <br />project would help create a friendly business environment and help the overall <br />commercial center to enhance their business offerings and compete with nearby <br />commercial centers. Lastly, by working on an improved site design with the applicant, <br />staff ensured that that project provided a high level of community investment for <br />residents, workers, and visitors in the area. <br />Public Notification and Community Outreach <br />Project notifications were posted, published, and mailed in accordance with City and <br />State regulations for both the Planning Commission and the City Council public hearing. <br />At the time this report was printed, no issues of concern were raised regarding the <br />proposed development. <br />In addition to the above noticing, the project was subject to the City's Sunshine <br />Ordinance (Ordinance No. NS-3040) requiring two meetings to facilitate early public <br />participation. The first community meeting was held April 21, 2022. Twelve members of <br />the community attended and posed questions relating to hours of operation, on -site <br />traffic circulation, and site lighting. The second community meeting was held February <br />2, 2023, during which over 25 members of the community attended and posed <br />questions related to increased traffic concerns along Santa Clara Avenue, status of <br />traffic study, status of the existing single-family homes and proposed <br />relocation/demolition, hours of operations, entitlement timeline and process, on -site <br />traffic circulation, and traffic collision concerns along Santa Clara Avenue. Materials <br />from the two required community meetings are included with this report as Exhibit 6, <br />and all materials were published to the project's webpage on the City's website at <br />www.santa-ana.org/mcdonalds-drive-through-restaurant/. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the requirements of the California Environmental Quality Act (CEQA), as <br />amended (Section 21000 et. seq. of the Public Resources Code) and in accordance <br />with the State CEQA Guidelines (Title 14, Section 15000 et. seq. of the California Code <br />of Regulations), an Initial Study and Mitigated Negative Declaration (IS/MND) has been <br />prepared for the project and has been attached to this report as Exhibit 5. The purpose <br />of the IS/MND is to describe the proposed project and to provide an evaluation of <br />potential environmental impacts associated with the project's construction and <br />operation. Moreover, the IS/MND evaluates the potential environmental impacts of <br />project implementation; includes significance determinations from the environmental <br />analyses; identifies regulatory requirements to be incorporated into the project; and sets <br />forth mitigation measures that will lessen or avoid potentially significant project impacts <br />on the environment. <br />The IS/MND determined that the proposed project would have no impact, or less than <br />significant impacts with mitigation measures, in all topics outlined in the CEQA <br />Environmental Checklist.
