April 2, 2024 <br />Mayor Amezcua and City Councilmembers <br />City of Santa Ana <br />22 Civic Center Plaza <br />Santa Ana, CA 92701 <br />eComment )sant t... to t.o g <br />Via Electronic Mail <br />Re: SUPPORT Item 921: Ordinances Prohibiting Short -Term Rentals <br />Dear Mayor Amezcua and City Councilmembers, <br />Chispa writes to you in strong SUPPORT of the proposed ordinances prohibiting short-term <br />rentals and request the City Council approve the ordinances as drafted with no amendments or <br />carveouts. Amidst the ongoing housing affordability and homelessness crisis, it is imperative that <br />the City of Santa Ana take these important steps to continue protecting even more long-term <br />housing from turning into short-term rentals. <br />Chispa seeks to engage with excluded peoples to uproot systems of oppression and cultivate <br />systems grounded in community accountability, solidarity, and self-determination for our <br />communities to thrive. We are a membership based organization for young Latinxs advocating <br />for systemic changes across Orange County. <br />According to Better Neighbors LA, the short-term rental market has continued to grow in the <br />City of Santa Ana. Since 2019, the number of unhosted short-term rentals has increased by <br />almost 300% and grown to over 500 units (294%, 509 units). Meanwhile, hosted units have risen <br />by 169 units (134%).i As of March 2023, there were 991 active STRs in Santa Ana, making up <br />1.27% of Santa Ana's housing stock. This is a significant amount of housing that is currently <br />operating as short-term rentals and impacting local housing stock that should be available to <br />long-term tenants and homeowners. <br />A substantial body of research indicates that short-term rentals contribute to increased rent and <br />home prices, and can often lead to displacement of residents and community members.
