The title should reflect that this is an amendment to the Memorandum of Understanding (MOU). <br /> <br />Agenda Item No.23- Amendment to Agreement with Protection America Inc. to Provide Security Services at <br />Transportation Drop-Off and Pick-Up Locations Used for Santa Ana Navigation Center Guests <br /> <br />1. Why is the cost of this agreement high, why do we need this service? <br />- The cost is associated with the need of security services to ensure Navigation participants do not loiter in the <br />front of the shelter. <br />- Security services are permitted to patrol adjacent businesses to proactively address any adverse loitering or <br />adverse transient activities to the shelter vicinity. From the city perspective, this ensure the City maintains a good <br />neighbor practice with the adjacent establishments. <br />-City staff have met with the Manager of the hotel close to this location. We shared that the City does not want <br />the transportation location from the Navigation Center, to impact their business. Having an on-site Security <br />Guard speaks to that fact and shows the effort the City is making .Another option would be to go with a different <br />Security Service, however that is not recommended. It is important for Navigation Center guests to realize that <br />this program is an extension of the Navigation Center and it’s rule. <br /> <br />Agenda Item No.25-Ordinance Amending the Santa Ana Municipal Code (SAMC) to add Article XXI to Chapter 8 of the <br />SAMC Prohibiting Short-Term Rentals (Second Reading) <br /> <br />1. Why is this presented as a second reading? The Urgency ordinance was approved and went into effect <br />immediately on April 2, 2024, the first reading happened concurrently.
