WORK STUDY SESSION <br />C. NORTHWEST CORNER FIRST AND MAIN UPDATE (GABAEE PROJECT) <br />Sergio Klotz, Senior Planner, provided an update on the project site. He noted <br />that the project will include a Sav On Drug Store and four units that will be leased <br />as live/work studios. The remaining actions required for project completion were <br />outlined and the preliminary design plans were provided. Mr. Klotz advised the <br />Commission that the historic set-back on Main Street will be maintained. The <br />proposed landscaping plans were outlined. Discussion held regarding the <br />possibility of including historical features on the north elevation. <br />D. REVISIONS TO CHAPTER 30 OF THE MUNICIPAL CODE <br />Hally Cappiello, Associate Planner, provided an update on the proposed <br />revisions which would include: <br />1. Addition of a certificate of appropriateness to formalize the Historic <br />Resources Commission review process. <br />2. Definition of what is considered a dangerous building and who is <br />authorized to designate. <br />3. Changes to the criteria for the Contributive category. <br />4. Addition of a provision to allow property owners to request removal of their <br />property from the Historic Register. <br />5. Authorization for Gity Council to approve Historic Districts and <br />authorization for the Historic Resources Commission to create design <br />guidelines. <br />Discussion held regarding a proposed provision to allow owners to request the <br />removal of their property from the Register. Kylee Odette advised that this <br />provision was included at the request of the City Attorney's office. She noted that <br />the primary goal is preservation but a process to request removal from the <br />Register was necessary. <br />A discussion was also held regarding Historic Districts and the designation of <br />homes within them as historic structures. It was noted that exterior <br />improvements to buildings designated as historic structures would be subject to <br />review and action by the Commission. Proposed improvements to buildings not <br />designated as historic would need to consider the historic features of the district <br />when modifications are proposed.. <br />E.
