Minter Street) <br />RECOMMENDED ACTION <br />Recommend that the City Council authorize the City Manager and City Clerk to execute <br />a Historic Property Preservation Agreement (Mills Act) with Arcelia Gutierrez Velazco and <br />Benjamin Rodriguez for the property located at 801 North Minter Street, subject to non- <br />substantive changes approved by the City Manager and City Attorney (Exhibit 1). <br />EXECUTIVE SUMMARY <br />Arcelia Gutierrez Velazco and Benjamin Rodriguez are requesting approval to execute a <br />Mills Act Agreement with the City of Santa Ana at an existing residence located at 801 <br />North Minter Street that is currently listed on the Santa Ana Register of Historical <br />Properties. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property, known as the Cooper House, consists of an existing two-story Queen <br />Anne (Late Victorian) and Colonial Revival style residence that is approximately 1,826 <br />square feet in size on a 5,500-square-foot residential lot (Exhibit 2). The Cooper House was <br />listed as a contributor to the French Park National Register Historic District in 1999 and was <br />added to the Santa Ana Register of Historical Properties (“Register”) in 2002, categorized <br />as “Landmark.” <br />Analysis of the Issues <br />Ordinance No. NS-2382 authorized the Historic Resources Commission to execute <br />Historic Property Preservation Agreements (HPPA), commonly known as Mills Act <br />agreements, for eligible properties. The property is listed on the Register and categorized <br />as Landmark, making it eligible for a Mills Act Agreement. The agreement provides <br />monetary incentives to the property owner in the form of a property tax reduction in <br />exchange for the owner’s voluntary commitment to maintain the property in a good state <br />Historic Resources Commission c – 1 3/7/2024 <br />Exhibit 4
