In assessing prospective initiatives and <br />endeavors, the city will diligently design projects to give precedence to neighborhoods with a significant <br />concentration of low- and moderate-income inhabitants. All CDBG-funded public service programs and HOME-funded <br />affordable housing projects will be available to eligible persons citywide. The City identified community <br />needs such as improvements to public facilities, insufficient social and homeless related services, and <br />dilapidated housing conditions within these neighborhoods. The entitlement funds will help address <br />these community needs. <br />Discussion <br />In Santa Ana, the allocation of funding isn't bound by specific target areas.
