FY 2024-26 CDBG Program Funding Plan - Program Summaries <br />Administration & Planning <br />Organization Project Title <br />One-year <br />award Description <br />City of Santa <br />Ana <br />Community <br />Development <br />Agency (CDA) <br />CDBG Program <br />Administration $866,611 <br />The program will provide for the overall administration of the CDBG Program, to include: preparation and <br />submission of required contracts with HUD, submission of all reporting requirements, provision of individual <br />project oversight, monitoring of all project implementation and ongoing completion, and fiscal management <br />and oversight. Program Administration is performed by a combination of staff and professional consultant(s). <br />Proposed funding amount calculated based off 20% admin cap less Fair Housing amount. <br />Fair Housing <br />Council of <br />Orange County <br />Santa Ana Fair Housing <br />Education, Counseling & <br />Enforcement <br />$75,000 <br />The program will provide fair housing education, landlord /tenant counseling and enforcement services to <br />combat housing discrimination and city administrative support for the residents of the City of Santa Ana. Funds <br />will go toward administrative/program staff and service contracts. A commitment to further fair housing is a <br />requirement of CDBG funding. <br />Economic Development <br />Project Title Organization Funding Description <br />Small Business <br />Incentive <br />Program <br />City of Santa Ana <br />Community <br />Development Agency <br />(CDA) – Economic <br />Development <br />$100,000 <br />The program awards grants up to $5,000 to eligible microenterprise businesses in the City. Grants will be <br />awarded on a first come/first serve basis and may be used to cover business expenses such as rent, insurance <br />costs, utility connections, advertising, inventory, or other business related needs. Funds will go towards grants <br />and program staff. <br />Code Enforcement <br />Project Title Organization Funding Description <br />Community <br />Preservation <br />(Code <br />Enforcement & <br />Legal Services) <br />City of Santa Ana <br />Planning and Building <br />Agency (PBA) <br />$825,000 <br />The Community Preservation Division’s goal is to improve neighborhoods through personalized <br />neighborhood contact, education of codes and standards, responsive and dedicated personnel, fair <br />enforcement of laws and innovative processes. The primary purpose of this enforcement is to address <br />property maintenance and life safety violations that contribute to the visual blight and general decline <br />of an area. Funds will go toward program staff and service contracts (equipment rental, insurance and <br />building rental). <br />EXHIBIT 3
