Recommended Action: Authorize the City Manager to execute a first amendment <br />to the agreement with Orange County Children's Therapeutic Arts Center, to <br />increase the amount by $100,000, for a total agreement amount not to exceed <br />$300,000, and increase the number of youth served from 20 to 30 (Agreement No. <br />A-2024-052). <br />MINUTES: Councilmember Hernandez spoke in support of the item. <br />21. Award a Contract to CliftonLarsonAllen LLP for Professional Auditing <br />Services, in an Aggregate Amount Not to Exceed $1,020,030, for up to a Five - <br />Year Term (General Fund and Non -General Fund) <br />Department(s): Finance and Management Services <br />Recommended Action: Award a contract to CliftonLarsonAllen LLP for <br />professional auditing services, for a three-year period beginning with the fiscal year - <br />ending June 30, 2024 through June 30, 2026, with a provision for one two-year <br />renewal exercisable by the City Manager, for the fiscal year -ending June 30, 2027 <br />and June 30, 2028, for a total aggregate amount not to exceed $1,020,030 <br />(Agreement A-2024-053). <br />22.Approve an Agreement with Meeder Public Funds, Inc. for Investment <br />Manager and Portfolio Services <br />Department(s): Finance and Management Services <br />Recommended Action: Authorize the City Manager to execute an agreement with <br />Meeder Public Funds, Inc. to provide Investment Management and Portfolio <br />Services in an annual aggregate amount not -to -exceed $150,000, for a total <br />aggregate amount not -to -exceed $750,000 for a three-year term beginning May 8, <br />2024 and expiring April 31, 2027, with provisions for two, one-year extensions <br />(Agreement No. A-2024-054). <br />23. Historic Property Preservation Agreements for the Properties Located at 925 <br />N. Lowell Street, 801 N. Minter Street, and 944 W. Buffalo Avenue <br />Department(s): Planning and Building Agency <br />Recommended Action: Authorize the City Manager to execute the attached Mills <br />Act agreements with the below -referenced property owners for the identified <br />structure(s), subject to non -substantive changes approved by the City Manager and <br />City Attorney (includes determination that the proposed projects are exempt from <br />further review in accordance with the California Environmental Quality Act as <br />Categorical Exemptions ER Nos. 2023-121, 2023-131, and 2024-01 will be filed). <br />Table 1: Mills Act Agreements Approved by the Historic Resources Commission <br />HRC <br />CITY COUNCIL 12 MAY 7, 2024 <br />
