J&L Constructors Inc. Intends to perform the services described in this RFP and confirms that all <br />elements of the RFP have been reviewed and understood. J&L Constructors has been in <br />business for over 11 years since its inception in 2012. As a company we specialize in the <br />service, installation and repair of underground utilities and concrete work of all kinds. J&L holds <br />an A, B, C-20, C-53 and a HAZ license for just about any project we get our hands on. We are <br />bonded for work up to 10 Million dollars and we hold a 7 Million dollar excess liability policy for <br />general liability insurance. Bryson Miller (714) 931-9367 ext. 2 will be our single point of contact <br />for the RFP process. <br />Statement of Understanding and Approach Methodology <br />J&L Constructors Inc. understands the scope of services described in this RFP. Our general <br />approach to addressing repair or services begins with assisting the city in responding to the call. <br />We will respond within 30 min of the call/text and mobilize within one hour for emergency calls. <br />Depending on the scale of the proposed service and repair work we will mobilize within 24 hours <br />for non emergency calls. With locations in OC, IE and Riverside County we can make this <br />possible. Our organization will perform its due diligence of investigations, pictures, real time <br />proposals and any other means necessary for timely and accurate repairs. Please refer to our <br />Contractor Personnel section to fully understand what we are capable of when fully staffed. <br />Preliminary investigations, due diligence and research will consist of the following. <br />1- address the scope of work <br />2- perform due diligence of taking onsite photos, camera footage and <br />measurements, shooting grades, shooting flow line, ODing pipe ect. <br />3- compose accurate proposal for services rendered if required <br />4- assess materials procurement and or stock supply to be utilized. <br />5- have jobsite safety meeting <br />6- repair and or service affected area per spec and design. <br />7- bring all areas to original or better condition <br />8- cleanup and demob <br />Scope we are experienced with includes the following. <br />Installing, abandoning, relocating, extending, evaluating damages, testing, restoring water <br />service, rehabilitation, repair and replacement of water system components such as: <br />• Waterlines sizing from 4" to 48" in diameter <br />• Waterline pipe materials including, Ductile Iron, Cast Iron, Asbestos Cement (ACP), <br />Polyvinyl Chloride, and Steel piping <br />• Valves of various types and sizes, typically six to twelve (6 to 12) inches, but up 48- <br />inches <br />
