Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 21, 2024 <br />TOPIC: Neighborhood Safety Streetlights — Phase II <br />AGENDA TITLE <br />Construction Contract to Elecnor Belco Electric, Inc. in the Amount of $823,888 for the <br />ARPA Neighborhood Streetlights — Phase II Project with an Estimated Project Delivery <br />Cost of $1,071,054 (Project No. 22-1388) (Non -General Fund) (Revive Santa Ana) <br />RECOMMENDED ACTION <br />Award a construction contract to Elecnor Belco Electric, Inc., the lowest <br />responsible bidder, in accordance with the base bid in the amount of $823,888, <br />subject to change orders (not to exceed 25% of the base bid amount) in <br />accordance with the Greenbook: Standard Specifications for Public Works <br />Construction, for construction of the ARPA Neighborhood Streetlights — Phase II <br />Project, for a term beginning May 21, 2024 and ending upon project completion, <br />and authorize the City Manager to execute the contract. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $1,071,054, which includes $823,888 for the construction contract, $123,583 <br />for contract administration, inspection, and testing, and a $123,583 project <br />contingency for unanticipated or unforeseen work. <br />3. Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. Categorical Exemption <br />Environmental Review No. ER-2024-28 was filed for Project 22-1388. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA) was allocated American Rescue Plan Act (ARPA) <br />funding to enhance pedestrian safety, accessibility, and mobility within qualified census <br />tract areas. This project meets the intent of the funding source by enhancing street <br />lighting in an under -lit area, providing a safer and welcoming environment for <br />pedestrians and motorists. Once the street lighting improvements are completed, it will <br />increase traffic safety for pedestrians and all road users in the French Park and French <br />Court neighborhoods. The scope of work includes installation of new street light poles <br />including foundation, luminaire arm, Light Emitting Diode (LED) luminaire, wiring, <br />
