Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 21, 2024 <br />TOPIC: Homeless Housing, Assistance and Prevention (HHAP) Program Regional <br />Coordination <br />AGENDA TITLE <br />Memorandum of Understanding (MOU) between the County of Orange, Acting as the <br />Eligible Applicant for the County of Orange and the Orange County Continuum of Care <br />(CoC,) the City of Anaheim, the City of Irvine, and the City of Santa Ana for the <br />Homeless Housing, Assistance and Prevention (HHAP) Program Regional Coordination <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the Memorandum of Understanding with the <br />County of Orange, the City of Anaheim, and the City of Irvine to support regional <br />coordination to address homelessness challenges, for a term beginning June 1, 2024 <br />through June 30, 2028 (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The California Interagency Council on Homelessness (Cal ICH) recently provided <br />guidance for applicants seeking HHAP Round 5 funding. This document requires a <br />regional MOU that organizes and deploys the full array of homelessness programs and <br />resources comprehensively and effectively outlines local efforts to increase regional <br />coordination and clearly describes jurisdictional roles and responsibilities, joint <br />coordination, and collaborative funding efforts to achieve greater alignment for HHAP <br />jurisdictions receiving entities <br />In an effort to meet this requirement, staff from each of these jurisdictions worked <br />together to draft an MOU for consideration by each government body. The MOU <br />establishes a partnership on county-wide efforts to strengthen regional goals to address <br />the needs of individuals and families experiencing homelessness as it relates to HHAP <br />Round 5 funds. These goals will include working closely with the Orange County <br />Continuum of Care and strengthening systemic efforts and processes to show a <br />reduction in the number of persons experiencing homelessness or who become <br />homeless annually, on a regional basis. <br />The County will be presenting this MOU (Exhibit 1) for approval to the Board of <br />Supervisors on June 4th, following approval by the Continuum of Care Board on April
