Adopt Resolutions for Environmental Cleanup Program <br />May 21, 2024 <br />Page 2 <br />4 <br />2 <br />6 <br />2 <br />The Tier 1 Grant Program is designed to mitigate the more visible form of pollutants, such <br />as litter and debris that collects on roadways and in storm drains prior to reaching <br />waterways and the ocean. Tier 1 consists of funding for equipment purchases and <br />upgrades to existing catch basins and related Best Management Practices (BMPs) such <br />as screens, filters, inserts, and other street-scale low-flow diversion projects. <br />The Tier 2 Grant Program consists of funding regional, potentially multi-jurisdictional, <br />capital-intensive projects. Examples include constructed wetlands, detention/infiltration <br />basins, and bioswales, which mitigate pollutants including litter and debris, but also heavy <br />metals, organic chemicals, sediment, and nutrients. <br />The Public Works Agency is submitting an application for Tier 1 funding in the amount of <br />$600,000 for the 10th & Flower Stormwater Capture Project. Tier 1 requires the City to <br />provide a minimum of 20% in matching funds, which translates to a minimum matching <br />amount of $120,000. This project features an underground stormwater infiltration system <br />and Bioretention Basin at a proposed new park that will help improve water quality and <br />capture trash (Exhibit 1). <br />Additionally, the Public Works Agency is also submitting an application for Tier 2 funding <br />in the amount of $2.5 million for the Santa Ana Zoo Stormwater Capture and Diversion <br />(SAZSCAD) Project. Tier 2 requires the City to provide a minimum of 50% in matching <br />funds, which translates to a minimum matching amount of $1,250,000. This project is <br />designed to capture and infiltrate approximately 67 acre-feet per year (AFY) of stormwater <br />and dry-weather runoff to help improve water quality in the Newport Bay watershed, <br />increase local water supplies, and reduce flooding downstream (Exhibit 2). This project <br />has already received grant funding from the Proposition 1 Integrated Regional Water <br />Management Program. Obtaining OCTA grant funding will help reduce the City’s local <br />match requirement for the Proposition 1 grant. <br />Staff recommends the submittal of the approved resolutions (Exhibits 3 and 4) as they <br />are required for the Tier 1 and Tier 2 Environmental Cleanup Program qualifications. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. Staff will return to Council with a <br />request for approval of further actions and will indicate the fiscal impact of any such <br />awards and associated expenditures at that time. Matching funds for both projects will <br />likely be provided using a combination of other grant funds received for the projects and <br />the Federal Clean Water Protection Enterprise, Improvements Other Than Buildings <br />Expenditure Account (05717640-66220).
