Adopt a resolution approving the 2024 City of Santa Ana Emergency Operations <br />Plan. <br />RESOLUTION NO. 2024-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA TO APPROVE AND ADOPT THE CITY OF SANTA ANA <br />EMERGENCY OPERATIONS PLAN <br />2. Determine that, pursuant to the California Environmental Quality Act (CEQA), the <br />approval of this resolution is exempt from review pursuant to section 15061(b)(3) <br />as approval of the plan will have no possible significant effect on the environment <br />and, pursuant to CEQA Guidelines Sections 15262 and 15269, the resolution <br />and plan are a planning study that does not tacitly approve projects that would <br />otherwise require independent environmental review under CEQA. <br />GOVERNMENT CODE 484308 APPLIES: No <br />DISCUSSION <br />The California Emergency Services Act and the Santa Ana Municipal Code each call for <br />development of an Emergency Operations Plan (EOP) to plan for, respond to, and <br />recover from natural or human -caused disasters or other conditions constituting a local <br />or state emergency. The EOP is the primary authority for coordinating response and <br />recovery operations in the City for incidents involving or threatening extensive loss of <br />life or property, substantial disruption to the community's infrastructure, or other <br />debilitating impacts on the normal pattern of life within the community. <br />The EOP is typically implemented following, or in anticipation of, large emergencies or <br />complex events that require the response of multiple city departments, external <br />
