City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />1.2 Audience and Disclosures <br />The intended audience for this EOP consists of City departments and staff members with emergency <br />management responsibilities; other agencies or non -governmental organizations partnering with the City in <br />public safety, emergency response or recovery roles; and elected officials. The Plan may also be a reference <br />for managers from other jurisdictions, the Orange County Operational Area, state and federal government, <br />other non -governmental organizations and interested members of the public. <br />Portions of this document may contain sensitive information pertaining to the mobilization, deployment <br />and tactical operations of City government or partner agencies in response to emergencies. Although the <br />majority of the Plan is available for public review, portions that include personal privacy information or <br />information with significant implications on city, state or national security or response operations may be <br />redacted or secluded in parts or attachments that are exempt from public disclosure under the provisions of <br />the California Public Records Act §6254. <br />1.3 Plan Organization and How to Use this Plan <br />This Plan should provide a thorough understanding of the City's emergency organization and the process <br />of preparing for, responding to and recovering from disasters, unusual emergencies or significant events. <br />Use of the Plan will differ according to the needs of the reader. All City staff should be familiar with the <br />Plan, although only a few will use the entire document and most will focus their attention on parts of the <br />Plan or Annexes specific to their needs and responsibilities. The Plan provides the basis for staff and <br />departments to develop specific, detailed checklists and standard operating procedures to support the duties <br />assigned to them in the Plan or during response to an event. <br />By using this EOP appropriately, City departments and agency representatives supporting the City should: <br />• Know what they and other organizations are responsible for doing, <br />• Know how to perform their functions, <br />• Avoid inefficiencies, duplications, and oversights in performing functions, and <br />• Be able to coordinate effective response and recovery operations across organizations and jurisdictions. <br />This EOP is separated into three parts. Each part and its intended purpose are described below: <br />Part I — Basic Plan: The Basic Plan consists of fundamental information that explains response and <br />recovery operations in the City of Santa Ana. It is an overview of emergency management in the City and <br />is not a detailed operational document. The Basic Plan should be reviewed and understood by EOC staff <br />(identified in Chapter 4) and all response and recovery workers in advance of an emergency. <br />The Basic Plan consists of the following five chapters: <br />Chapter 1 - Introduction — An overview of the purpose and role of the EOP; assumptions, authorities and <br />references for the Plan; and the process for developing, approving and maintaining the Plan. <br />Chapter 2 - Community Profile and Hazard Assessment — An overview of the functions of City government <br />and characteristics of the community and how these characteristics may affect response and recovery <br />activities, and an assessment of the potential hazards and threats the City may face. <br />Chapter 3 - Emergency Organization and Concept of Operations — No city or governmental body has the <br />resources to successfully manage a large-scale emergency or catastrophic event single-handedly. <br />Therefore, Santa Ana's Emergency Organization is built upon close partnerships and coordination with <br />3 <br />
