City of Santa Ana Emergency Operations Plan <br />May 21, 2024 <br />Page 3 <br />with guidance for specific tasks or responsibilities during emergency events. Part III <br />(Hazard Annexes) provides more detailed pre -plans for responding to each of the <br />primary hazards or threats to the City identified in the Plan. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environmental Quality Act ("CEQA") and CEQA Guidelines, <br />adoption of this Resolution is exempt from CEQA review pursuant to section <br />15061(b)(3), in that CEQA applies only to projects which have the potential for causing <br />a significant effect on the environment, and Staff found that there is no possible <br />significant effect directly related to the Plan. Further, CEQA Guidelines Sections 15262 <br />and 15269 provide additional guidance that the Project is a planning study that does not <br />tacitly approve projects that would otherwise require independent environmental review <br />under CEQA. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
