City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />The Garden Grove Freeway (State Route 22) travels east to west from the City of Orange northeast of Santa <br />Ana to the City of Long Beach northwest of the Santa Ana. SR-22 forms the northern border for the City in the <br />northeast and is several blocks north of the City border in the northwest. CalTrans estimates the annual average <br />daily traffic for SR 55 at the interchanges adjacent to Santa Ana at between 162,400 and 233,800 vehicles per day <br />and between 12,500 and 17,700 per peak hour. <br />The Orange Freeway (State Route 57) is a north to south freeway with its southern endpoint at the northern <br />border of the City, at the intersection of the I-5 and SR 22 Freeways, where the annual average daily traffic volume <br />is between 98,000 and 181,000 vehicles per day and between 8,600 and 15,900 per peak hour. <br />Other significant freeways within Orange County include State Routes 90 and 91 in the north/northeast portion <br />of the County and the 133 and 241 Toll Roads serving southern portions of the County. All CalTrans freeways <br />in Orange County are serviced by CalTrans District 12, which is headquartered in the City of Santa Ana at 1750 <br />East 4' Street. <br />The city has an established Master Plan of Streets and Highways, and each roadway is assigned to one of the <br />following classifications33: <br />Principal Arterial: Typically, an eight -lane, divided roadway designed to accommodate between 45,000 to <br />67,500 vehicle trips daily. The typical right of way width is 144 feet. The section of Dyer Road that lies east of <br />SR 55 is the principal arterial in the City. <br />Major Arterial: Generally consists of six -travel lanes, and is also divided. Typically, the right-of-way width for <br />this type of roadway is 120 feet. A major arterial is designed to accommodate between 33,900 and 50,600 vehicle <br />trips daily.
