Whenever such request is made by a <br />third party pursuant to customer's letter of authorization, the fee shall be <br />payable in advance. <br /> <br />Section 7. Section 39-20 of Article II (Water) of Chapter 39 (Water and Sewers) of <br />the Santa Ana Municipal Code is hereby amended to read as follows (additions are <br />underlined and deletions are stricken): <br /> <br />Sec. 39-20. Payment of water bills and penalties; municipal utility services <br />account/billing statement. <br /> <br />(a) Date payment due.
