CITY OF SANTA ANA <br />EXHIBIT I <br />SCOPE OF SERVICES <br />BACKGROUND <br />The City invests its idle cash in accordance with applicable state statues and the City of <br />Santa Ana's Investment Policy (EXHIBIT III). The City has a pooled investment portfolio. <br />The most recent quarterly investment report for the period ended September 30, 2023 is <br />attached (EXHIBIT IV). The approximate balance of the portfolio is $500 million. <br />Restricted bond proceeds are invested in compliance with this investment <br />policy and applicable bond resolutions. Individual employee retirement contribution <br />funds and deferred compensation are excluded from this policy. <br />Investment income from the pooled portfolio is allocated to each fund on the City's general <br />ledger based contributing balance. <br />II. CONSULTANT REQUIREMENTS <br />The City seeks separate proposals for discretionary and non -discretionary investment <br />services. Each proposal should include a detailed task list. Based on the proposals, the <br />City will decide which service to use. <br />The City's minimum requirements for non -discretionary service follow. <br />1. Annually review the City's Investment Policy for compliance with state law. The City <br />Council adopts the policy on an annual basis in June of each year. <br />2. Prepare an initial analysis of the existing portfolio and make recommendations for <br />improvement. <br />3. On an ongoing basis, propose and vet investments for the City's consideration. <br />4. As needed, provide staff education with regard to investment strategies and legal <br />requirements. <br />5. Prepare monthly and quarterly investment reports, including all required elements. <br />6. Prepare quarterly summaries of investment portfolio performance, including one <br />suitable for City Council and one suitable for internal staff. <br />7. Participate in quarterly meetings of the internal investment committee comprised of <br />staff.
