4. Direct the City Attorney to finalize and authorize the City Manager to execute <br />a memorandum of understanding with the Santa Ana Police Department and <br />execute agreements with non-profit homeless service providers awarded <br />funds as part of the approved Emergency Solutions Grant program budget for <br />a term beginning July 1, 2024 through June 30, 2025. <br />MINUTES: Community Development Executive Director Michael Garcia provided a <br />presentation regarding the fiscal year annual action plan. <br />Mayor Amezcua opened the Public Hearing at 10:29 P.M. <br />City Clerk Jennifer L. Hall reported out the summary of 11 email comments received. <br />The following speakers addressed the City Council in -person: <br />1. Georgina Maldonado spoke in support of the item. <br />2. John Paul Bryan spoke in support of the item. <br />3. Marina Bulkin spoke in support of the item. <br />4. Yanet Gonzalez spoke in support of the item. <br />5. Emerald Archer spoke in support of the item. <br />6. Lucy Santana spoke in support of the item. <br />7. Yolanda Omana spoke in support of the item. <br />8. Anthony Santiago spoke in support of the item. <br />9. Claire Braeburn spoke in support of the item. <br />The following speakers addressed the City Council via teleconference: <br />10. Human Options PEP spoke in support of the item. <br />There being no additional speakers, Mayor Amezcua closed the Public Hearing at <br />10: 50 P.M. <br />MINUTES: Councilmember Hernandez spoke in support of the item. <br />MOTION: Councilmember Penaloza moved to approve the recommended <br />action for Item No. 29, seconded by Mayor Amezcua. <br />The motion carried, 6-0-1, by the following roll call vote: <br />CITY COUNCIL 18 MAY 7, 2024 <br />
