Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 28 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 4, 2024 <br />TOPIC: Memorial Park Aquatic Facility Project <br />AGENDA TITLE <br />Agreement with Swinerton Management & Consulting to Provide Construction <br />Management and Inspection Services for the New Memorial Park Aquatic Facility <br />Project (Project No. 22-1415) (General Fund) (Revive Santa Ana) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Swinerton Management & <br />Consulting to perform construction management and inspection services for the New <br />Memorial Park Aquatic Facility Project in the amount of $1,001,477, with a contingency <br />of $200,296, for a total amount not to exceed of $1,201,773, for a three-year term <br />beginning June 4, 2024 and expiring December 31, 2026, with the option for two, one- <br />year extensions (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On August 15, 2023, the City Council awarded an agreement to ELS Architecture and <br />Urban Design for architectural design services of the New Memorial Park Aquatics <br />Facility. The Public Works Agency (PWA) manages the construction of all capital <br />improvement projects (CIP) in the city, including this project. The new Memorial Park <br />Aquatic Facility Project (Project), located at 2102 S Flower Street (Exhibit 1), consists of <br />the construction of a new aquatics building, two swimming pools, pool deck and <br />bleacher seating area, and adjacent sitework (Exhibit 2). The Public Works Agency is <br />ready to proceed to the project bid and construction phase and requires specialty <br />construction management and inspection for the project. <br />On March 12, 2024, the Public Works Agency released Request for Proposals (RFP) <br />24-041A, by which it sought a qualified firm to provide construction management and <br />inspection services. The RFP was advertised on the City's online procurement <br />management and publication system, with proposals due on April 9, 2024. Eight <br />proposals were received and evaluated by a selection committee. Based on the criteria <br />outlined in the RFP, the following summarizes the top three responding firms and their <br />ranking. <br />
