') <br />Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 9 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 4, 2024 <br />TOPIC: Workforce Innovation and Opportunity Act (WIOA) Programs <br />AGENDA TITLE <br />Appropriation Adjustment to the Workforce Innovation and Opportunity Act Programs <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment in the amount of $381,718.99 to align with <br />program year allocations for Workforce Innovation and Opportunity Act Programs. <br />(Requires five affirmative votes) <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The federal Workforce Innovation and Opportunity Act (WIOA) was signed into law on <br />July 22, 2014. WIOA was designed to help job seekers access employment, education, <br />training, and support services to succeed in the labor market and to match employers <br />with the skilled workers they need to compete in the global economy. WIOA supersedes <br />the Workforce Investment Act of 1998 and is the first legislative reform of the public <br />workforce system in 15 years. <br />California is a direct recipient of WIOA funding and contracts with the City of Santa Ana <br />as a designated Local Workforce Development Area (LWDA) to address workforce <br />needs of employers and the community. On July 20, 2021, the City Council adopted a <br />resolution (Exhibit 1) authorizing the City Manager to execute a new sub -grant <br />agreement with the State of California Employment Development Department (EDD) to <br />receive WIOA funds through program year 2024. <br />The Community Development Agency prepared the FY 23-24 budget for the WIOA <br />program based on estimates received earlier during the year. The final allocations are <br />not provided until May or later during the year. The final allocation for the program <br />totaled over $2.65 million to be used over a two-year period and $1.36 million has been <br />spent, leaving an available balance of nearly $1.29 million to be spent. On September <br />19, 2023, City Council approved carryover amounts of $905,500, which is less than the <br />program allocation available. <br />Therefore, the appropriation adjustment of $381,718.99 will match the current year <br />
