EXHIBIT 1 <br />CITY OF SANTA ANA <br />EXHIBIT I <br />SCOPE OF SERVICES <br />Consultant shall perform services as set forth below. <br />A. General Requirements <br />1. Consultant shall: <br />i. Be an independent contractor capable of providing experienced, <br />knowledgeable and professional staff. <br />ii. Be responsive and maintain excellent working relationships with city <br />residents, businesses, government officials and City staff. <br />iii. Provide adequate staffing and budget levels at all times and adhere to <br />established schedules. <br />iv. Be knowledgeable of and comply with federal, state and local regulations, <br />including but not limited to the National Environmental Policy Act (NEPA), <br />the California Environmental Quality Act (CEQA) and the Santa Ana <br />Municipal Code. <br />v. Provide environmental services under the direction of City staff. <br />vi. Participate in community meetings, public presentations and outreach, as <br />needed based on each activity/task. <br />vii. Prepare all notices, submit filings, conduct scoping meetings, attend City <br />staff meetings, assist staff in preparing staff reports, findings, approvals, <br />presentations, and any other related activities. <br />viii. Have provide electronic copies of all documents as well as physical copies <br />if requested. <br />B. Environmental Noticing Documents & Technical Reports <br />1. Consultants shall demonstrate expertise in the preparation of environmental <br />noticing documents and the preparation of technical reports as required by CEQA <br />and NEPA including but not limited to: <br />i. Phase I and Phase II Environmental Site Assessments <br />ii. Environmental Impact Statements (EIS) <br />iii. Environmental Impact Reports (EIRs) <br />iv. Environmental Assessments and Compliance Findings - 24 CFR Part 580 <br />v. Environmental Reviews for Categorically Excluded Activities/Projects - <br />Section 58.5 <br />vi. Lead Risk Surveys <br />vii. Lead and Asbestos Testing, Monitoring and Clearances <br />viii. Soils Testing <br />ix. Mold Testing <br />x. Sewage & Bacterial Surveys <br />A. Fire, Smoke, and Soot Hazards <br />xii. Remedial Actions <br />xiii. Groundwater Monitoring <br />xiv. Health Risk Assessments <br />
